Like other have posted you have to notify change of address if you move. I got my permit from Arapahoe but have lived in Adams for 3 years. I recentlly had to renew and upon research I learned that Adams wouldnt renew my permit from Arapahoe. I went to Arapahoe they renewed it and said "see you in 5 years". The fact that I have and Adams address didnt even come up in discussion. Co law states you have to initiaaly apply at county you live in. As long as you dont let permit expire and remain in CO that initial county has to renew it regardless of which county you now reside in.
