Submit your application to a sheriff in another county. It's a statewide permit but I believe processing was left to the county sheriffs and they were free to set their own procedures but you can also "shop" for a sheriff. El Paso County won't put you through all that garbage.

You can try "shopping around" for a sheriff to issue a permit to you, but it'll probably be a waste of time (though some might issue permits to those who reside outside their jurisdiction). You generally must submit the application to the sheriff in the county where you live, a county where you maintain a second home, a county where you rent/lease business property or to the sheriff who originally issued you the permit in cases of renewals.

18-12-205 is pretty specific about where to submit your application -

(2) (a) An applicant shall complete the permit application form and return it, in person, to the sheriff of the county or city and county in which the applicant resides, to the sheriff of the county or city and county in which the applicant maintains a secondary residence or owns or leases real property used by the applicant in a business, or to the sheriff that previously issued a permit to the applicant. The applicant shall sign the completed permit application form in person before the sheriff. The applicant shall provide his or her signature voluntarily upon a sworn oath that the applicant knows the contents of the permit application and that the information contained in the permit application is true and correct. An applicant who knowingly and intentionally makes a false or misleading statement on a permit application or deliberately omits any material information requested on the application commits perjury as described in section 18-8-503. Upon conviction, the applicant shall be punished as provided in section 18-1.3-501. In addition, the applicant shall be denied the right to obtain or possess a permit, and the sheriff shall revoke the applicant's permit if issued prior to conviction.

Hence my permit being issued in Jeffco as opposed to Adams(county of residence)....I'm usually in Jeffco during their business hours....

I think anyone who submitted an app w/o range time will get turned down. But that's my take on this. I did some searching while I was looking for form 4 info (silencer)...

The limit on apps is 35 per application session, not a total per month or something like that. It is based on their ability to process apps in a timely manner. I know it took about 15 minutes when I did it, not including the wait to see the deputy.

Demonstrates competence with a handgun by submitting:
1. Evidence of experience with a firearm through participation in organized shooting
competitions or current military service,
2. Evidence that, at the time the application is submitted, the applicant is a certified instructor.
3. Proof of honorable discharge from a branch of the United States Armed Forces within the
three years preceding submittal of the application, or
4. Proof of honorable discharge from a branch of the United States Armed Forces that reflects
pistol qualifications obtained within the ten years preceding submittal of the application,
5. A training certificate from a "handgun training class" (see definitions) obtained within the ten years preceding submittal of the application. The applicant shall submit the original training certificate or a photocopy thereof that includes the original signature of the class instructor.
In obtaining a training certificate from a handgun training class, the applicant shall have
discretion in selecting which handgun training class to complete.
