    They normally use a thick, black rubber cement that is for patching tires.

    It often lasts the life of the tires but the next set is a total crap shoot if it will seal. This is because they are not going to spend the time cleaning the old rubber cement off. I am guessing these are coated aluminium rims and not bare "mag" rims that you have to polish if so Spleify is right. The only way to do it right is to refinish them.
