    Yup, this gets them a lot of votes for the next year or two until it rolls out. Then, when things start unraveling, they can pass a new "miracle" bill and be the heroes again!

    They go from one crisis to the next where the general populace is okay with whittliong away at one's rights to avert the next crisis. Along with getting the most votes dependant on the system for survival, they will vote any way they can to get that handout they didn't earn.
