If we're going to talk about the 21ft rule, then maybe we should ask why the "threat" was in such close proximity to the cops in the first place. If they felt like they were gravely threatened, why weren't they using all that time to back up and get behind physical cover? Maybe there was a lot going on that we don't know about.

As for the 21ft rule, I think the article that Kid quoted nails it:

"However widespread that contaminated interpretation may be, it is NOT accurate. A suspect with a knife within 21 feet of an officer is POTENTIALLY a deadly threat. He does warrant getting your gun out and ready. But he cannot be considered an actual threat justifying deadly force until he takes the first overt action in furtherance of intention--like starting to rush or lunge toward the officer with intent to do harm. Even then there may be factors besides distance that influence a force decision.

"So long as a subject is stationary or moving around but not advancing or giving any indication he's about to charge, it clearly is not legally justified to use lethal force against him.

"When you talk about the 21-Foot Rule, you have to understand what it really means when fully articulated correctly in order to judge its value as a law enforcement concept," Lewinski says. "And it does not mean 'less than 21 feet automatically equals shoot.'"

In so many of the shooting video's I see the victim seems to stagger or turn and run before dropping. This looks like a double tap and down. The cops are not doing much around the guy once on the ground. It would seem protocol would dictate that the instance he's down to quickly go and disarm him, if he's actually armed. I see after a some time they drag him over onto his back. But that is it, no one is trying to do anything to keep him alive. Seems a little unusual to just watch him die.

Yeah, this seems odd to me as well. Once the guy isn't a threat anymore, shouldn't you try to provide him with medical care to the best of your ability? Or is it more the case of the age-old phrase "dead men tell no tales"?

I'll have to watch again, but I thought he made some fake charges before the shooting.

I haven't read where the shots entered.

I thought the ambulance response time was pretty damn good. Unless maybe it was already in route.
