You keep saying that. American citizens have the right to travel freely between the states but we're not talking about citizens. Article II does not give the federal government the ability to place foreigners around the country (although it DOES give the federal government the ability to regulate their entry into the country).

I check LOTS of IDs every day. Hundreds a week. I have noticed that many obvious foreigners, immigrants, whatever you want to call them have January 1 as a birthday. I'm curious why too.
