If he's avoiding communications he might just avoid a second round of letters at this point. If he's a deadbeat, they are probably stacking up. And if something serious has happened to him, he probably doesn't care/have time to care.
IANAL but at this point I would proceed with a civil action, but I'm local. You can use a PI to track him down and serve him. But you've still got the hassle of trying to file docs and appearing. Not to mention collecting if you win.
Does anyone have any advice on how to go through small claims when you're out of state?
