They don't. It's just an estimate. If he was submitted Friday, it is a good guess that he should be processed by tomorrow.

The excellent Damage Factory is shutting down tommorow . They will also call people when backgrounds clear. They did have a few nice firearms in stock and some sparse ammo supplies.

I started my background on Friday mid morning and got a call today at 5:30 all clear. So technically a little over 4 days.
