Polis also just announced he's finally coming through on his campaign promise of FREE pre-school. I have to congratulate him on his achievement, of creating a govt. program that doesn't cost me anything. I don't have any pre-schoolers, or grand-children that are pre-schoolers. So this is good news to me that my taxes won't be going to another scam to get him re-elected, because it's FREE!
So the state is going to give you a tiny portion of your money back, and the masses will think the democrats are heroes for doing it.

Polis is going to buy people votes by giving them a little bit of "their" money back. In some cases, people didnt even pay $400 in state taxes and will get back more than they paid. So he will buy those votes with your money.
Interesting timing right before an election......
He is setting himself up for a Presidential run.
I have said it elsewhere, many times. The Democrats need a candidate that appears more center-left. He is trying to be that guy.

Polis is a smart guy and a good politician. With the probable shellacking the Democrats will receive this November, he is likely to be one of the rising stars of the Democrat party.
On a different topic from my previous post, people are fools when they see a tax refund as anything other than being overtaxed initially.
If payroll deductions were eliminated and everyone had to pay their "fair share" annually or quarterly, there would be a much greater resistance to, and awareness of, government spending.
It hurts a lot more when one has to write a check rather than see numbers on a paystub. One is very real, one is imaginary. It is a hard slap in the face of the conficatory policies currently in place when one realizes actual current combined tax rates are around 50% for most, but the company one works for pays parts of it.
It is a huge scam, veiled in a labyrinth of tax policy.
It makes my angry when, as a self employed business owner, my retired neighbor that works part time tells me I am "doing it wrong" when she gets a tax refund and I have to write a huge check to the IRS and Colorado.
There are no easy answers and I am not proposing any workable solutions. I am expressing my frustration.
So there.
People who get big refunds are doing it wrong.
Why would anyone pay more than they owe throughout the year?
People act like getting money back is a good thing when the reality is they basically took home less money throughout the year than they could have but instead they gave the government a loan and act excited when that loan is repaid to them without interest.
Because many people spend what they make; many spend more. A once a year gov't check provides them something they can't do on their own.
And speaking of interest these days... What kind of interest should someone expect on say $2000 ($167/month) self invested into something guaranteed this year? $20? Or is that setting the bar too high?
