    Typically a law doesn't go into effect until the next calendar year. Unless they specify it is an immediate threat that needs immediate action. An example would be the magazine ban, it was passed in March and went into effect in July. The released bill has no such wording.

    I was under the impression that it had to be stated in the bill the need for immediate action, guess I was wrong.
