A few reasons. 1 being, as mentioned, like fuel. Once it's out, it's out.
Another one is. When Obama won. The lines at gun stores, with people willing to pay 3-5x the price for mags speaks volumes to why one can never have enough ammo.
Some people don't reload and actually shoot their guns. I reload, but ammo prices are so low, atm, i can't reload, except for 357 to save money
Teaching gun classes 5x + a month burns ammo supplies out, real fast. It's not too much of a problem, now that the range has said to use their ammo for classes.
So the reality is. What's ones expectation when it comes to guns, ammo, food storage etc. One should not wait till they run out of gas to refill the tank. Sadly some do.

It's a great idea to be stocked up going into any election year.
Ammo isn't super low now, but it's the lowest it's been a years, so may be time to reinforce personal supply.
Ammo can be considered a commodity. It tends to retain it's value over a long period. If you play the market, you could make a profit but is it worth speculating?
In a doomsday scenario, you will likely be able to use it to barter. 10 or 15 rounds of .22 may be worth a chicken.
I am not going to stock up in anticipation of daily shootouts with roving gangs of pillagers. We live in a society where most people will be dead three or four days after the water stops flowing and the majority of the rest a week or two later from conflict, then starvation.
That is when I will stick my head out and see what remains.
Judging by the current political situation, locally and nationally, it seems we have more to fear from our own government then from an emp or pandemic.
It's kind of like the TP shortage when Covid started. Woe is you if you didn't have any stores. Even those of us who stocked hundreds were still looking for more. But US and Canada capacity to produce was never in jeopardy. Yet, one never knows what will happen in a war, and right now the free world is in a hot war with dictatorial totalitarian states. Be prepared.
If you're well-stocked on ammo, it will becomes a good barter item, too.

And if the gangs show up for you in two days? They may not allow you to just hunker down for two weeks. Once criminals figure out the police are not coming they will rampage.

I have plenty of ammunition but I am not hoarding it specifically for that situation.
And you are correct that city livin' isn't optimal. However, there are a lot of dwellings in this city and the chances of mine being among the first to be pillaged is pretty remote. Remote enough that I don't consider it a probability, just a possibility.
There could be hundreds of reasons why society would breakdown. Preparing for all of them isn't possible. I have enough food, water and ammo to quietly wait for the smoke to clear. If roving bands of marauders find me, so be it. But I am not going to fortify my condo and stockpile 25,000 rounds of ammo for each gun in the incredibly remote possibility of that happening.
Although it is fun to think about the possible causes and outcomes of The End of the World, I am much more likely to have a chain wrapped around my head tonight when I walk the dog by one of the junkies that populate our metropolis, then to experience the scenarios we are discussing.
I would be more concerned with the accountant or mechanic with two toddlers living next door than with thugs. After a few days not being able to feed the babies, he will kill you for can of beans. Even if you give them a few days worth of food they will be back and may even let the neighbors know you have food. Soon the whole complex will be at your door.
You wont have enough ammo or food and the resulting mob will take all from you.
Hunkering down in the city is a death sentence. When shit hits fan you must get out ASAP. Best to do it now.

True. If one looks at nyc, specifically. It became a ghost town, days after shelter in place orders were handed out. The tunnels, bridges, roadways were all but empty, with hordes of people, who could. Fleeing their apts for a friends or family members residence, outside the metro area.
To "believe" one can hunker down is foolish. Discounting the fact a father of under X age kids, will not muster up the stones to take what he can, when he can.
