We have a smart meter and pay a fixed rate. I had to wait on the phone for like an hour to do that back when they announced time of use rates.

I'll have to look at my bills. They put in a smart meter but I have never signed up for any special pricing deals. As mentioned above those special pricing plans usually come with the stipulation that they will turn off your power during certain events
