    When I was a skydiver, USPA was only a membership thing, wasn't any "license" involved. Kinda being in the NRA. Ya pays your money and ya gets a card. Nothing else.

    Now you gotta have your A card to buy new gear or get on a lift. I could see getting around this BASE jumping but don't think anyone would be that stupid.
