I would say No. Prohibited persons is defined by statute, therefore it requires redefinition by Congress. AG can, however, review and recommend to Congress that those definitions be expanded. That's about it though.

While not an immediate threat, the horizon on this becoming a MAJOR issue is probably about 24 months - still within the current Obama term.

I'm not so sure. The CDC was used during the "Clinton Crime Bill" and their conclusion was that the benefit of the AWB was "inconclusive". The weapons they target have such low levels of violence associated with them, it's difficult to distinguish any real effect.
