I'm not one to sit back and let aholes get away with shit like that.
Ditto. I have in fact called in a drunk driver. It was about midnight and the guy was serving all over the place. I just held back, gave the plate and the location. As soon as I saw the lights I said goodbye to the dispatcher. It may have been the dude's first offense but I have a thing about drunk drivers and have zero tolerance for it.
I wouldn't become 'actively' involved in the situation such as yelling "citizen's arrest, citizen's arrest" but I would be a passive good witness and I follow the drunk.

back in CA I used to visit my folks who lived 25min South on Interstate 405 & the 5, so I'd constantly be driving back to my place at 10pm-12am on the freeway. There were drunks All.The.Time. Swerve between 3 lanes kind of drunks. Every single time I called it in, everytime dispatch said they'd see if any squad cars were nearby, ZERO TIMES did I ever see anyone get pulled over, eventually I'd give up after following them at a distance for 15-20 miles (and my exit was coming up). Not sure what the fuck CHP were doing the whole time, probably sleeping it off after giving everyone speeding tickets for doing 75 in a 65mph during the work day.
