Funny how they can track down a guy who started a Torrent site or spy on Tea Party contributors, but don't have the resources to track down people who are actually interfering with Americans.

It wasn't a guy who started a Torrent site, it was several people who were running Torrent servers to commit numerous felonies in numerous countries. Those type of investigations take months if not years.
I don't know an specifics about spying on Tea Party contributors, but national security surveillance is not the same as a criminal investigation.
This would not be an investigation into who might be interfering with an American, because I am not aware of a specific crime related to interference with an American. Making death threats or threats to harm someone over telecommunications networks is a crime in many states and may be a criminal act federally if certain elements are met. Also, theft of services, if this is the case would clearly be a crime both locally and federally. An investigation would need to be conducted, and given investigative resources, those are rarely conducted for one or even two random calls, despite how annoying and criminal they may happen to be.
Getting someone with the jurisdiction to conduct this type of investigation interested or motivated is probably the biggest hurdle to overcome. After that, it becomes a matter for the agents conducting the investigation to put the effort in to develop enough evidence to present to a prosecutor who has the time to bring the case to trial. Most of these cases cost hundreds of thousands of dollars to develop and prosecute.
