You could tell the ATF. Guy could be doing a Rich Wyatt. If they get enough complaints they will do something. Rich Wyatt was a gunstore owner who got raided by the feds. If see something, say something.

I'm going to be in the area tomorrow. I will stop by the colfax address and see if he is there. If he is, would you like me to address the situation, or just let it go and notify you that he is physically at this location. If he is not there and doors are locked, I will gather as much info as possible. Take pics of any signage or info on the door or windows.
In the meantime, here is a link to start a small claims court process. When I do small claims, I always have the deadbeat served the papers by the sheriff. Gets instant results. Never end up in court.
