    With three dead and fifteen wounded that implies at least eighteen people were shot. (Although sometes wounded are "I fell down running away and twisted an ankle). It sounds like he went through the fence and started shooting indiscriminately. Let's not pretend it wasn't a cliche "mass shooting". He just won't be as infamous as some others. Bending and manipulating perceptions are problems in both sides of this issue.

    Could be for similar reasons that they issue traffic citations to people who've died in auto accidents.

    Or for similar reasons that you proceed with CPR unless there is decapitation, rigor mortis has set in, or the person is pronounced dead by a medical authority.
