    The only practical way is to ban sales of 80% lowers and kits. No idea how to stop a 3D printer.

    If there is legislation on it there will likely be a deterrent built in like a huge penalty if caught with one, 20 years and $100k or something like that.

    What defines a kit?

    Would any spare parts now become a "firearm" and require a BCG from a dealer to get a spare firing pin, spring or set of wood grips?

    In would also assume that part kits for something like a STEN would also be verboten?
