Why does it take more than a few seconds for a computer to cross check names vs lists of prohibited persons In the database?
I would think only those with a preliminary reject would need a person to verify rejection or override to approve.
The same system should be available to private parties yo comply with the universal rights denial requirement for private party transfers.

Electronic queries for a name and other info, even in multiple databases takes seconds, not days.
If the electronic search returns nothing, instant approval. If there is a hit, then it gets a human review.
But based on my knowledge of the state OIT office, utter incompetence in creating programs.
